  • The Child Online Protection Act (COPA) is the U.S. Congress' highly controversial 1998 attempt to replace the ill-fated Communications Decency Act (CDA), which was deemed unconstitutional by the U.S. Supreme Court in 1997. The Child Online Privacy Protection Act (COPPA) is a related if somewhat less contested law, aimed at protecting the privacy of minors by preventing commercial Web sites from eliciting information that children might not realize is sensitive, including their street addresses, their phone numbers, and their parents' credit card numbers.
