- Because poverty affects all the population in a country, directly or indirectly, the consequences are generally grave concerning the failure of the administration to invest in social infrastructure. If policy makers wish to meet the essential requirements of the community, so that people are healthy, public care costs are minimal, and people and their neighborhoods are safe, then they will have to invest in social infrastructure.
