- Since the nuclear age dawned over the desert at Alamogordo, New Mexico, on July 16, 1945, politicians and soldiers have struggled with the question of how best to employ nuclear weapons to achieve national objectives in peace and war. In the United States, civilian defense intellectuals dominated the quest to develop nuclear strategy and a new nuclear diplomacy, a quest that was supported by a community of scholars who embraced the prevention of a nuclear holocaust as the critical social and political issue of the Cold War.
