- Smart Growth is a community development paradigm that emerged in the U.S. in the 1990s to address the problems associated with sprawl. Broadly defined as an effort to capture the benefits of growth but not the damages, Smart Growth attempts to achieve the preservation and improvement of communities by conserving human-made and natural resources, expanding the range of life choices, and regionalizing decision making.
