  • Flexibility Mechanisms (also called Flexible Mechanisms) most commonly refer to three policy features of the 1997 Kyoto Protocol, which aim to increase the cost-effectiveness of global greenhouse gas (GHG) abatement efforts. The Clean Development Mechanism (CDM), and Joint Implementation (JI) are project-based mechanisms that permit an Annex I donor country to fund GHG-abatement projects in a host country and then claim emission reductions toward their domestic Kyoto commitments.
