- The Treaty of Rome is the multinational economic agreement that created the European Economic Community (EEC), the forerunner of the European Union (EU), in 1958. Following two years of negotiations that began in Messina, Italy, in 1955, the Treaty of Rome was signed on March 25, 1957, and came into effect on January 1, 1958.
