  • In United States v. Welbeck, 145 F.3d 493 (1998), the U.S. Second Circuit Court of Appeals affirmed a district court decision convicting Roger Welbeck of possession of crack cocaine, rejecting Welbeck's numerous claims, including a claim that the search and seizure of the bag containing the crack cocaine violated his Fourth Amendment rights. Officers John Jay Cody and Stephen Steinecke observed Welbeck and an unidentified man behaving suspiciously in the ticket purchase area of the Amtrak's Pennsylvania Station.
