  • Freeman v. Pitts (1992) signaled the beginning of a trend by federal courts that showed federal monitoring of desegregating public school systems was a temporary judicial measure. In this case, the district court on remand found the DeKalb school system was unitary, or racially neutral, based on the four conditions already achieved: student-assigned mentors, transportation, physical facilities, and extracurricular activities.
