  • The excise tax of 1791 was a controversial tax on distilled liquors instituted by the American government. British agents who had conducted customs raids under the authority of general warrants had stoked the fires of the American Revolution, so it is not uncommon to look at early U.S. laws to ascertain what approaches Congress took for enforcing its own customs regulations once British rule had ended.
