  • The Hispanic American Police Command Officers Association (HAPCOA) was established in California in 1973 and is the largest and oldest organization of Hispanic American command officers in law enforcement and criminal justice agencies in the United States and Puerto Rico. Formerly known as the Mexican American Police Command Officers Association, the association changed its name in 1984 to reflect a broader representation of Hispanic command-level officers.
