  • A LOW-INCOME CUT-OFF, or LICO, is an income threshold used to identify those having low-income status. The term usually refers to Statistics Canada's official LICO. Statistics Canada describes a LICO as an income threshold below which a family will likely devote a 20 percent larger share of its income to the necessities of food, shelter, and clothing than would the average family.
