  • Most theories of power either assign power to agents—which could be individuals, collectives such as classes or groups, or organizations—or see power as a pervasive element of the structure of society that operates outside the control of agents. The agency-structure problem concerns how we assign power to one or the other, or how much importance we place on either agency or structure.
