  • The creation of the War Industries Board (WIB) was one example of how World War I transformed the relationship between the government and civilian society when the nation for the first time organized its resources to fight a total war. The WIB functioned as the main government clearing house that coordinated the channeling of civilian resources to meet the military's ever-growing industrial and transportation needs.
