  • Initiated in 1991 by the U.S. Department of Justice, Operation Weed and Seed (later to be known simply as Weed and Seed) was not a specific program, rather it was designed as an approach to making improvements in specifically targeted high-crime neighborhoods through the assistance of federal grant money. Weed and Seed was one of several federally funded programs launched in the 1990s to address concentrated crime areas, known as “hot spots.” Community-Based Concept As noted in an evaluation of the program published in 2010, Weed and Seed did not change very much over the 20-plus years that it was funded by the federal government.
