  • The Toxic Substances Control Act (15 U.S.C. § 2601 et seq.) was enacted by Congress in 1976. It provides legal authority for the Environmental Protection Agency (EPA) to require records, reporting, testing requirements, and restrictions relating to the use and/or discharge of chemical substances or compounds.
