- Civil defense—the protection of the civilian population during times of war—was not of major concern for Americans until the beginning of the Cold War. Although the 1941 attack on Pearl Harbor sparked some civil defense preparations on the West Coast, by mid-1942 it was obvious that Japan would not be able to mount an attack on the mainland United States.
