- Throughout American history, tenants have organized to improve their situation. Reasons for organizing efforts have included: the desire to build a more recognized political voice (i.e., until the mid-1800s, landless tenants could not vote in many American localities), high rental costs (i.e., renters typically pay a higher percentage of their income for housing than do homeowners), poor housing conditions (i.e., modern housing satisfaction surveys show that three times as many tenants as owners find their housing to be in “poor” condition), and threats of eviction (i.e., renters’ limited incomes expose them to persistent risk of losing their housing).
