Definition(s)

  • The authority of the president to forgive various offenses and to commute punishments. Article II, Section 2, of the Constitution delegates to the president the “[p]ower to grant Reprieves and Pardons for Offenses against the United States, except in Cases of Impeachment.” In other words, it gives the president the ability to be merciful as well as vengeful.
