- Like the villages in the following tale, America's first response to homelessness was to mobilize and confront the threat by targeting the immediate needs of the homeless: Early one morning, in a village located on the banks of a river, a woman walked to the river's edge and discovered, much to her horror, that the river was filled with baskets rushing downstream and that each basket held a baby.
