Definition(s)

  • Marine travel poses a number of potential hazards, the most serious of which are extreme weather events such as hurricanes, and events of human aggression, such as piracy or terrorism. Attacks on civilian vessels by enemy powers during times of war, once commonplace, are no longer permitted under the international laws of armed conflict, so long as the vessel has not entered the attacker's territorial waters (and even then, the attack will not likely be deemed permissible).
