- An emergency management system defines policies, procedures, and responsibilities for emergency management, including preparedness, mitigation, disaster response, and dealing with the aftermath of emergencies. A management system defines an organizational framework in which activity occurs—a framework in which, typically, interagency response is integrated, special procedures and responsibilities are defined, and methods for evaluating performance are established (based on the determination of goals and the preparation of after-incident reports based on those goals).
