  • In 1972, Congress reauthorized the Higher Education Act of 1965 and provided for the development of the need-based Basic Educational Opportunity Grants, more commonly referred to as “Pell grants.” These grants were set up to help poor students, including inmates, obtain undergraduate degrees. In most circumstances, a Pell grant covers only part of the cost of going to school and must be combined with some other form of financial assistance to enable a person to pay for his or her education.
