  • In the United States, work is generally understood to be a social contract; workers should do their jobs responsibly and, in turn, earn a livelihood. Reflecting the strength of this national ethic, by the 1990s, “work first” became the outstanding public policy goal for poor families, regulating a shift away from social support to reliance on the low-wage labor market for family survival.
