  • Surge capacity is the ability of a hospital to respond to a sudden increased demand for care services, as might occur after a natural disaster, pandemic, or terrorist attack. In the United States, hospital surge capacity received a great deal of attention following the terrorist attacks in New York City and Washington, D.C., on September 11, 2001 (9/11), and substantial federal resources have been devoted to preparing hospitals, and the health care system in general, to respond to surge events.
