  • Technology has the potential both to enhance business dealings and government security efforts and to pose threats to individual privacy. Traditionally, governments have engaged in surveillance of individuals or groups, initially through the eyes of law enforcement officials and, in time, through electronic means; the U.S. Supreme Court decided in Katz v.
