Board of Education v. Rowley

  • In Board of Education of the Hendrick Hudson Central School District (New York) v. Rowley (1982), the U.S. Supreme Court interpreted the requirement in the Education for All Handicapped Children Act (EAHCA) that public schools provide Free Appropriate Public Education (FAPE) to eligible students with disabilities. To provide FAPE, school personnel had to develop and implement an Individualized Education Program (IEP), which consisted of specially designed instruction that met the unique needs of a student with a disability.
