Definition(s)

During the early 1980s, urban planner Frank Popper coined the term locally unwanted land use (LULU) to describe often-reviled land uses such as waste repositories, prisons, power lines, airports, highways, and mega–shopping complexes. LULUs—often associated with their sister acronym NIMBY (not in my backyard)—frequently are concentrated in poor and minority areas, and the perceived threat generally diminishes with distance from the LULU.
