- For a decade beginning in the mid-1960s, the federal program of Model Cities, initially called Demonstration Cities, made an ambitious attempt to coordinate physical and social programs as well as resident participation to achieve a comprehensive rehabilitation of selected urban neighborhoods. History The immediate origins of the Model Cities program can be traced back to the Mobilization for Youth, a late-1950s anti-delinquency project on Manhattan's Lower East Side.
