  • The Kyoto Protocol of the United Nations Framework Convention on Climate Change provided fixed or absolute targets for individual nations in terms of greenhouse gas (GHG) emissions, which are calculated with respect to a historical baseline of some description. Absolute targets of this sort have the effect of locking into place the inequitable distribution of GHG emissions among nations since already-developed nations have a much higher level of baseline emissions than developing nations, and that distinction will remain in place.
