  • The Ethics Reform Act (ERA) of 1986 was passed to curtail conflicts of interest among government employees of all three branches, to increase the public confidence in government, and to amend the Ethics in Government Act of 1978. Prompted by ethical scandals in the executive and legislative branches, the ERA addresses honoraria, outside income, postgovernment employment restrictions, gifts, financial disclosure, ethics committee procedures, and use of official resources.
