- Despite the prominence of performance measurement, there is no single universally accepted definition for measuring the performance of governments and public organizations. Performance measurement has been described as a process for the monitoring, assessing, and reporting of accomplishments to assist better management, but it can also include the broader notions of productivity, economy, efficiency, effectiveness, impact, quality, timeliness, and safety.
