- The Community Action Program (CAP) was a U.S. federal initiative created through the Economic Opportunity Act of 1964. An extension of President John F. Kennedy's commitment to anti-poverty, CAP was the initial centerpiece of the Johnson administration's war on poverty within the era's Great Society efforts.
