- “Report cards” is jargon for tools that can be used by health care consumers, providers, and payers to compare the performance of health plans. The national committee for quality assurance (NCQA) has developed an online report card that allows consumers to compare health plans in their area according to measures of access, number of qualified providers, wellness, and other measures.
